When the woman is introduced, the man next to her, who is her father, declares that she is a work of art, which is what prompted Spock to say that. He was being flirty, but more in a polite way than being actually interested.
The episode itself is a social commentary on racism/classism, and the reason the woman is so excited to meet a Vulcan is that she thinks she'll finally meet an individual whose species is as advanced as her culture (stratosians) in comparison to the people her society oppresses (troglytes).
