Okay, so, after LITERALLY seconds of research, I have got our first break in the case.
This is the Sept 1981 issues of EC.
AND Bishop debuted in 1991
CONCLUSION: Bishop models his clothes after either Electric company issues, or child stars of popular sitcoms.
